I. MIO Grant Overview
a) Brief Background
- In October 1999, San Francisco received a four year, five million dollar Mentally Ill Offender Crime Reduction Grant (MIO) awarded by the California Board of Corrections to create the Forensic Support System (FSS), a model integrated system of services that relies upon collaboration between the Public Defender's Office, District Attorney, Adult Probation, State Parole services, Jail Psychiatric Services, and the Sheriff's Department to target 100 mentally ill offenders. Citywide Case Management Forensic Project is the cornerstone of the Forensic Support System, delivering the intensive mental health services to 100 clients.
- The funds are to be used in accordance with the provisions of Senate Bill 1485 for development of programs designed to reduce jail crowding, crime and criminal justice costs while addressing the needs of mentally ill offenders during incarceration and upon release. - New legislation: AB 2034 - Funding to provide extended community mental health services and outreach to mentally ill adults who are homeless or at risk of homelessness.
b) Client Recruitment
- Of the 100 clients, 75 will be mentally ill offenders in county jail at risk of going to state prison, while 25 will be mentally ill offenders on state parole. Prospective clients must meet the following criteria, after voluntarily agreeing to be part of a pilot project and being randomly assigned to receive services from City Wide Case Management Forensic Support System:
- An Axis I diagnosis for a mental illness (excluding adjustment disorders and substance abuse diagnosis without a co-occurring mental illness) or specific Axis II diagnoses.
- Two prior local bookings since 1993 and current charge is initially booked as a felony.
- To date, 35 clients have been recruited. Although the program experienced a slow start, besides a few obstacles that are being worked out, everything is running smoothly.
II. Future Plans
- Exact date of next meeting to be announced. Tentatively scheduled for a Wednesday in September around Noon at the Hall of Justice.
- As a result of the first year’s budget savings, we will have additional money for program services. If you are interested in additional funding, please submit budget proposals as soon as possible to Jean Mariani.
